First Principles
All people are created equal and endowed with certain unalienable rights. Among these are life, liberty, the pursuit of happiness, and property.
The only function of government is to protect these rights from the threat of force or fraud. Its only duty is to serve as an arbitrator of conflicts between private individuals, and only use force in defense against those who initiate its use. It must never use its power to violate the rights of individuals.
These rights are not negotiable and unamendable. They are not open to change by democratic vote or executive order. There is no such thing as the “right” to take away the livelihood of others. Therefore it stands that:
All compulsory taxes and subsidies are expressly forbidden.
Government can be funded through voluntary donation only. A lottery and payment for the protection of contracts are one way this can be achieved. These methods of raising funds, as well as private donations, would be enough to provide funding for a righteous system. The U.S. Patent system stands as an example of how this can be done.
Entitlements and other forms of government welfarism are explicitly prohibited.
I repeat that these will not be negotiable. It is not arrogance to safeguard the natural rights of individuals, but it is hubris to deny or abrogate such protections. Conceit does not consist of defending oneself from the aggression of others. It is utter ignorance to believe that anyone has the privilege to force others to live a certain way of life. This system does not force anything upon anyone. It only protects those who would seek to take or destroy the well-being of others.
The only branches of government will be the courts, military, and police. No more is necessary, and no more can exist without abolishing the rights of people.
The government shall never have control of the means of production. “The control of the means of production is the control of life itself.” No single person, or group, shall have the power to completely control production.
Never again will a government manipulate the monetary, banking, and financial institutions of this country. Any other alternative would be the equivalent of fraud and theft, as is the case now.
The Inalienable Rights of Individuals shall always be upheld in all private disputes.
No person shall be forced to fight or give up their life to serve their country.
A lottery wouldn't be very profitable without a government-enforced monopoly which I assume you wouldn't support. In fact this would just be the government competing in a market activity for profit which is a very bad idea. It would be better to just have taxes you just need to keep them from being used to redistribute wealth which is not all that complicated.

I agree with you about the lottery comment, but that doesn't change the fact that taxation is theft by definition and theft is wrong.
